This position combines advanced financial analysis with project management disciplines to coordinate budgeting, forecasting, financial reporting, expenditure monitoring, and financial process improvement activities across multiple technology programs and funding sources.</p><br /><p>The successful candidate will serve as the primary financial resource for assigned MassHealth IT programs and initiatives, providing detailed financial analysis, budget development, expenditure forecasting, and reporting while ensuring compliance with applicable Commonwealth and federal financial requirements. The position is primarily remote, with occasional on-site attendance required based on business needs.</p><br /><h3>Primary Responsibilities</h3><br /><h3>Financial Planning, Budget Development, and Forecasting</h3><br /><ul><br /><li>Lead the development, coordination, and ongoing monitoring of operating budgets, spending plans, and financial forecasts for assigned MassHealth IT programs.</li><br /><li>Analyze budget-to-actual performance and recommend appropriate adjustments based on expenditure trends, funding availability, operational priorities, and program requirements.</li><br /><li>Develop financial projections and expenditure forecasts to support annual budgets, fiscal planning activities, and federal Advance Planning Documents (APDs).</li><br /><li>Monitor expenditures across multiple appropriations, contracts, funding sources, and technology initiatives to ensure responsible financial management.</li><br /><li>Support fiscal year closeout activities, including expenditure reconciliation and budget adjustments.</li><br /></ul><br /><h3>Financial Analysis and Reporting</h3><br /><ul><br /><li>Analyze complex financial data to identify trends, variances, and emerging risks, and provide actionable recommendations that support operational and financial decision-making.</li><br /><li>Prepare recurring and ad hoc financial reports, expenditure analyses, forecasts, and budget variance reports for executive leadership and program management.</li><br /><li>Develop and maintain standardized financial reporting templates, dashboards, and tracking tools that improve consistency and transparency across MassHealth IT.</li><br /><li>Analyze expenditure data using Commonwealth financial systems and reporting tools; perform reconciliations and validate financial information to ensure the accuracy and integrity of financial reporting.</li><br /><li>Prepare reports supporting state and federal reporting requirements and financial oversight activities.</li><br /><li>Recommend and implement improvements to financial processes, reporting practices, and internal controls.</li><br /><li>Coordinate recurring financial reporting, budget, and funding deliverables to ensure timely completion and compliance with established deadlines.</li><br /></ul><br /><h3>Program Financial Management, Coordination, and Compliance</h3><br /><ul><br /><li>Serve as the primary financial liaison between MassHealth IT, the EOHHS Office of Financial Management (OFM), the Office of Federal Finance and Revenue (OFFR), EOTSS, and other Commonwealth partners on the Health Insurance Exchange (HIX) eligibility and enrollment system and other assigned MassHealth IT programs.</li><br /><li>Lead financial activities supporting annual operating budgets, spending plans, expenditure requests, and federal funding submissions for the HIX system and other assigned MassHealth IT programs.</li><br /><li>Support the preparation and submission of federal funding documentation, including Advance Planning Documents (APDs), by providing financial analysis, expenditure projections, and supporting documentation.</li><br /><li>Review vendor invoices and supporting documentation to verify consistency with contractual requirements, authorized expenditures, and available funding.</li><br /><li>Monitor contract expenditures and encumbrances across multiple vendors and funding sources, identifying potential issues before they affect program operations.</li><br /><li>Execute expenditure adjustments, funding reallocations, and financial corrections as directed by OFM or program leadership.</li><br /><li>Prepare financial information and supporting documentation for audits, federal reviews, and other oversight activities.</li><br /><li>Respond to ad hoc financial inquiries from MassHealth leadership, EOHHS, EOTSS, oversight agencies, and other stakeholders.</li><br /><li>Partner with program managers and technical leadership to evaluate the financial impacts of proposed initiatives, operational changes, and procurements.</li><br /><li>Provide financial support for procurement planning through cost estimates, funding analyses, and financial requirements for contracts and procurements.</li><br /><li>Recommend enhancements to financial reporting, documentation, internal controls, and business processes that strengthen financial governance and operational efficiency.</li><br /><li>Provide financial insight and analytical support that enables MassHealth IT leadership to make informed decisions regarding budgeting, funding, and resource allocation.</li><br /></ul><br /><h3>What You’ll Bring - EXPECTATIONS</h3><br /><p>The successful candidate is a collaborative financial professional who enjoys working with complex data, solving problems, and improving business processes. <p>The Massachusetts Executive Office of Health and Human Services (EOHHS) is seeking to hire a motivated IT Senior Quality Assurance Analyst to join its Medicaid Systems Development (MSD) team supporting MassHealth Applications. MassHealth (MH) is the EOHHS office that administers the Medicaid program and the Children’s Health Insurance Program (CHIP) in Massachusetts. MassHealth applications provide critical support for access to health care for some of Massachusetts’ most vulnerable individuals. This individual primary responsibility is to support Health Safety Net (HSN) application. HSN pays acute care hospitals and community health centers for certain essential health care services provided to qualified uninsured and underinsured Massachusetts residents.</p><p>The Sr. Quality Assurance Analyst’s primary role is to support HSN. You will assist in managing the testing activities for HSN; in addition, you will also support other MSD applications. You will conduct requirement analysis, design, and develop test cases and execute them by both manual and automated methods. You will capture defects in the tracking system and develop day‑to‑day test metric reporting. You will also provide backup support for the test manager.
