(GISI), the parent company of The LiRo Group and Hill International, Inc. consolidated a portion of the highly experienced staff of both LiRo and Hill in the Northeast to create a larger, more efficient, and cost-effective team to serve clients. LiRo-Hill is a 1100-person firm with offices in NYC, Long Island, Buffalo, Rochester, Boston and <span>Edison,</span> NJ.</span></p><br /><br /><b>Responsibilities</b><br /><br /><p><span><strong>Project Overview:</strong></span></p><p><span>The Second Avenue Subway Phase 2 Project is a major infrastructure undertaking to extend the Q Line service in Manhattan. The project will be delivered through multiple, overlapping design and construction contracts. The Project Management Consultant (PMC) will be a vital part of an integrated Project Management Team (PMT) responsible for administering, managing, and ensuring the successful completion of the project safely, on schedule, and within budget.</span></p><p> </p><p><span><strong>Position Summary:</strong></span></p><p><span>The Resident Engineer (RE) serves as the on-site representative of the program management team, responsible for overseeing daily construction activities, ensuring project compliance with design specifications, schedules, budgets, and safety standards. The RE plays a vital role in coordinating between contractors, consultants, clients, and regulatory agencies, ensuring successful delivery of engineering and construction projects under the broader Program Management scope.</span></p><p> </p><p><span><strong>Key Responsibilities:</strong></span></p><p><span>• Act as the client’s on-site representative during construction.</span><br /><span>• Monitor daily construction activities for quality assurance and compliance with project specifications, codes, and standards.</span><br /><span>• Coordinate with design engineers, construction contractors, inspectors, and program management staff.</span><br /><span>• Conduct regular site inspections and lead field meetings with stakeholders.</span><br /><span>• Review and approve contractor submittals, RFIs, change orders, and progress payments.</span><br /><span>• Maintain accurate documentation including daily reports, logs, as-builts, and photographs.</span><br /><span>• Identify and mitigate construction-related risks or delays; escalate critical issues when necessary.</span><br /><span>• Enforce safety policies and procedures in accordance with OSHA and project-</span><br /><span>specific requirements.</span><br /><span>• Participate in project meetings and prepare status reports for senior management and client stakeholders.</span><br /><span>• Ensure environmental, permitting, and regulatory compliance on-site.</span></p><br /><br /><b>Qualifications</b><br /><br /><br /><br /><p><span>• Bachelor’s degree in Civil Engineering, Construction Management, or a related field.</span><br /><span>• Professional Engineer (PE) license</span><br /><span>• Minimum [7-10] years of experience in construction supervision, site engineering, or resident engineering.</span><br /><span>• Experience with large-scale or multi-site program management environments preferred.</span><br /><span>• Familiarity with project delivery methods (e.g., Design-Bid-Build, CM/GC, Design- Build).</span><br /><span>• Proficiency in construction management software (e.g., Procore, Primavera P6, MS Project).</span><br /><span>• Strong knowledge of construction codes, safety regulations, and industry standards.</span><br /><span>• Excellent communication, coordination, and leadership skills.</span></p><p> </p><p><strong>Preferred Qualifications:</strong></p><p>• 10 years of relevant experience.<br />• Professional Engineer (PE), or Certified Construction Manager (CCM)</p><p> </p><p> </p><p><strong>Our Culture:</strong></p><p> </p><p>We believe in the power of collaboration.
