(GISI), the parent company of The LiRo Group and Hill International, Inc. consolidated a portion of the highly experienced staff of both LiRo and Hill in the Northeast to create a larger, more efficient, and cost-effective team to serve clients. LiRo-Hill is a 1100-person firm with offices in NYC, Long Island, Buffalo, Rochester, Boston and Edison, NJ.</p><br /><br /><b>Responsibilities</b><br /><br /><p><strong>Project Overview:</strong></p><p>The Second Avenue Subway Phase 2 Project is a major infrastructure undertaking to extend the Q Line service in Manhattan. The project will be delivered through multiple, overlapping design and construction contracts. The Project Management Consultant (PMC) will be a vital part of an integrated Project Management Team (PMT) responsible for administering, managing, and ensuring the successful completion of the project safely, on schedule, and within budget.</p><p> </p><p><strong>Position Summary:</strong></p><p>The Resident Engineer (RE) serves as the on-site representative of the program management team, responsible for overseeing daily construction activities, ensuring project compliance with design specifications, schedules, budgets, and safety standards. The RE plays a vital role in coordinating between contractors, consultants, clients, and regulatory agencies, ensuring successful delivery of engineering and construction projects under the broader Program Management scope.</p><p> </p><p><strong>Key Responsibilities:</strong></p><p>• Act as the client’s on-site representative during construction.<br />• Monitor daily construction activities for quality assurance and compliance with project specifications, codes, and standards.<br />• Coordinate with design engineers, construction contractors, inspectors, and program management staff.<br />• Conduct regular site inspections and lead field meetings with stakeholders.<br />• Review and approve contractor submittals, RFIs, change orders, and progress payments.<br />• Maintain accurate documentation including daily reports, logs, as-builts, and photographs.<br />• Identify and mitigate construction-related risks or delays; escalate critical issues when necessary.<br />• Enforce safety policies and procedures in accordance with OSHA and project-<br />specific requirements.<br />• Participate in project meetings and prepare status reports for senior management and client stakeholders.<br />• Ensure environmental, permitting, and regulatory compliance on-site.</p><br /><br /><b>Qualifications</b><br /><br /><p>• Bachelor’s degree in Civil Engineering, Construction Management, or a related field.<br />• Professional Engineer (PE) license<br />• Minimum [7-10] years of experience in construction supervision, site engineering, or resident engineering.<br />• Experience with large-scale or multi-site program management environments preferred.<br />• Familiarity with project delivery methods (e.g., Design-Bid-Build, CM/GC, Design- Build).<br />• Proficiency in construction management software (e.g., Procore, Primavera P6, MS Project).<br />• Strong knowledge of construction codes, safety regulations, and industry standards.<br />• Excellent communication, coordination, and leadership skills.</p><p> </p><p><strong>Preferred Qualifications:</strong></p><p>• 10 years of relevant experience.<br />• Professional Engineer (PE), or Certified Construction Manager (CCM)</p><p> </p><p> </p><p><strong>Our Culture:</strong></p><p> </p><p>We believe in the power of collaboration.
