This person is a confident, yet approachable team player, with superior communication skills who is willing and able to “get in the trenches and roll up their sleeves” to execute on deliverables.<br /><br />Reporting directly to the Chief Financial Officer (CFO), you’ll be responsible for developing and enhancing the agency’s analytic capabilities to meet strategic needs and enhance performance outcomes, performing fiscal monitoring and follow-up actions related to outcomes, performing data analysis, preparing and disseminating reports, performing general accounting functions, and assisting with independent audits and reviews by the Florida Department of Children and Families (DCF).<br /><br />Required Education/Experience<br /><br />Bachelor’s degree in Accounting or Finance required.<br /><br />Minimum of 3 years’ experience performing full-cycle accounting activities (preferably 5 to 8 years).<br /><br />Minimum of 2 years’ experience performing financial analysis.<br /><br />Extensive knowledge of Excel, PowerPoint, and other MS Office products required.<br /><br />Experience using Windows-based accounting software required, preferably government fund accounting software.<br /><br />Experience working in Fund Accounting and applying Generally Accepted Accounting Principles (GAAP) preferred.<br /><br />Experience working in non-profit or government healthcare industry preferred.<br /><br />Essential Job Functions<br /><br />Subcontractor Monitoring – Lead and conduct fiscal monitoring of Subcontractors (contracted service providers). Maintain and update monitoring tools and reports. Prepare presentations for monitoring and analysis performed. Prepare and follow up on monitoring reports and corrective actions.<br /><br />Invoice Verification – Monitor and review Data vs Billing Report to ensure Subcontractor data correlates with billed services.<br /><br />Financial & Data Analytics – Develop and enhance CFC’s analytic capabilities to meet strategic needs, enhance performance outcomes, and provide analysis and reports to inform decisions made by CFC’s Board, departments, and stakeholders.<br /><br />Facilitate all tasks related to contract management rates analysis, including procurement calculation, and analysis of Subcontractor and vendor rates.<br /><br />Calculate rates to be allocated to various funders or DCF’s Other Cost Accumulators (OCAs).<br /><br />Prepare and disseminate regular reports as required by each funding contract and/or internal deadlines.<br /><br />Prepare and send monthly invoices to funding sources, ensure accuracy of Accounts Receivable balances.<br /><br />Maintain cash flow actual and forecast analysis and report.<br /><br />Process payroll and retirement plan funding (generate, post, perform related reconciliations).<br /><br />Process budget amendments in contract and finance systems.<br /><br />Track and complete related funder required Incorporated Documents and reports as assigned.<br /><br />Create and schedule reports to balance funding in finance systems and update post-award notices.<br /><br />Gather, compile, and report on risk assessment data for Subcontractors on a quarterly and annual basis.<br /><br />Review Subcontractors’ audit reports for financial viability of risk for contracted services.<br /><br />Assist with annual external audit, COU audit, and DCF desk reviews, and prepare assigned schedules.<br /><br />Prepare annual Subcontractor Post Award Notices (PAN) for past fiscal year in a timely manner.<br /><br />Support CFO with special projects as assigned. Serve as backup to CFO.<br /><br />Prepare, validate, and submit annual ME electronics inventory list for the fiscal year end. Collaborate with Data Department to complete.<br /><br />Conduct internal monitoring of CFC using applicable tools.<br /><br />Complete annual Workers’ Compensation insurance audit, transmit report, and arrange for timely remittance payment adjustment.<br /><br />Ensure compliance with internal policies, agency rules and regulations, and GAAP.<br /><br />Provide internal and external technical assistance and education as needed.<br /><br />Conduct research and prepare presentations on federal requirements (OMB circulars, Block Grant, etc.).<br /><br />Create and improve internal financial controls and guidance materials for the organization in collaboration with the CFO.<br /><br />Serve as Backup for General Accounting Functions – Accounts Payable and Accounts Receivable, Journal entries and general ledger (GL) account reconciliations, and other general accounting functions as assigned.<br /><br />Other duties as assigned.<br /><br />Required Knowledge, Skills & Abilities<br /><br />Expert MS Office products user, specifically Excel; expertise with PivotTables and Macros<br /><br />Working and applied knowledge of GAAP and general rules and principles related to fiscal activities<br /><br />Strong critical thinking skills; independently and effectively analyze, interpret, evaluate, problem-solve, draw conclusions, and make decisions<br /><br />Superior attention to detail and accuracy; excellent listening, oral communication, and business writing skills<br /><br />Creatively analyze large amounts of data, developing clear conclusions and recommendations<br /><br />Knowledge of NetSuite/Blackbaud/Abila MIP or other fund-accounting software<br /><br />Strong time management and organizational skills; ability to manage multiple tasks and prioritize to meet deadlines; ability to work autonomously<br /><br />Ability to adapt and grasp new concepts, tools, and skills quickly and efficiently<br /><br />Ability to represent CFC well at funder, Subcontractor, and community venues; ability to travel as position requires<br /><br />This position description is intended to provide a general overview of the position.
