The position plays a key role in Valley Water's Community Rating System (CRS) Program, ensuring documentation, reporting, audit preparation, program administration, stakeholder coordination, and public outreach activities are completed efficiently and in compliance with FEMA and organizational requirements. The role also provides support for community grants, public art, water rate assistance programs, and special projects as assigned.</p><p><b><strong>Key Responsibilities</strong></b></p><p><b><strong>Program &amp; Project Support</strong></b></p><ul><li>Support Valley Water's Community Rating System (CRS) Program and related FEMA reporting requirements.</li><li>Assist with program redesign initiatives and process improvements.</li><li>Coordinate CRS Users Group and committee meetings.</li><li>Support annual reporting, audits, recertifications, and documentation activities.</li><li>Assist with community grants, public art, water rate assistance programs, and special assignments.</li></ul><p><br /><b><strong>Analysis &amp; Research</strong></b></p><ul><li>Conduct research and analytical studies using quantitative and qualitative methods.</li><li>Compile, organize, review, and summarize data from internal and external sources.</li><li>Identify discrepancies and prepare findings and recommendations for management.</li><li>Evaluate policies, processes, procedures, and operational practices to recommend improvements.</li></ul><p><br /><b><strong>Administration &amp; Reporting</strong></b></p><ul><li>Maintain databases, records, and documentation systems.</li><li>Develop reports, correspondence, board-level materials, meeting agendas, and minutes.</li><li>Monitor consultant, contractor, and grantee deliverables.</li><li>Assist with budgeting, financial tracking, and performance reporting activities.</li></ul><p><br /><b><strong>Stakeholder Coordination</strong></b></p><ul><li>Work with internal departments, external agencies, consultants, vendors, and community stakeholders.</li><li>Serve as a liaison for program information and public inquiries.</li><li>Coordinate meetings, follow-up actions, and communication efforts.</li><li>Support public outreach events and distribution activities</li></ul><p>Required Experience</p><p><b><strong>Management Analyst I</strong></b></p><ul><li>One (1) year of experience performing administrative, operational, management, or financial analysis involving complex issues.</li></ul><p><br /><b><strong>Management Analyst II</strong></b></p><ul><li>Three (3) years of experience performing a variety of analytical, technical, administrative, operational, management, or financial analysis duties involving complex issues.</li></ul><p><br /><b><strong>Required Competencies</strong></b></p><ul><li>Experience conducting research, data analysis, and preparing reports.</li><li>Experience managing multiple assignments and deadlines.</li><li>Experience working with policies, procedures, regulations, and compliance requirements.</li><li>Experience supporting projects, programs, committees, or cross-functional initiatives</li></ul><p><br /><b><strong>Preferred:</strong></b></p><ul><li>Public sector, municipal, utility, water district, or governmental agency experience.</li><li>FEMA, floodplain management, Community Rating System (CRS), or emergency management program experience.</li><li>Grant management and contract administration experience.</li><li>Public outreach, stakeholder engagement, or community program administration experience.</li><li>Experience supporting board-level communications and executive reporting.</li><li>Experience coordinating audits, compliance reviews, or recertification processes.</li><li>Experience working with consultants, vendors, and cross-functional teams.</li></ul><p>Required Skills</p><p><b><strong>Technical Skills</strong></b></p><ul><li>Advanced Microsoft Excel.</li><li>Microsoft Word.</li><li>Microsoft PowerPoint.</li><li>Google Docs/Google Workspace.</li><li>Data collection, analysis, and reporting.</li><li>Database and records management.</li><li>Budget tracking and financial analysis.</li><li>Research and statistical analysis techniques.</li><li>Report writing and business correspondence.</li><li>Knowledge of federal, state, and local regulations and compliance requirements.</li><li>Ability to develop and maintain tracking systems and databases.</li></ul><p><br /><b><strong>Soft Skills:</strong></b></p><ul><li>Critical thinking and analytical problem solving.</li><li>Strong written and verbal communication.</li><li>Attention to detail.</li><li>Organization and time management.</li><li>Project coordination.</li><li>Independent judgment and decision making.</li><li>Relationship building and stakeholder management.</li><li>Collaboration and teamwork.</li><li>Adaptability and flexibility.</li><li>Initiative and self-motivation.</li><li>Sound judgment and professionalism.</li><li>Ability to prioritize competing deadlines and manage multiple projects simultaneously.</li></ul><p>Education / Certifications</p><p><b><strong>Required Education</strong></b></p><ul><li>Bachelor's degree from an accredited college or university in:</li><li>Public Administration</li><li>Business Administration</li><li>Accounting</li><li>Finance</li><li>Or a closely related field.</li></ul><p><br /><b><strong>Equivalent Experience</strong></b></p><ul><li>Directly related experience may substitute for education at a rate of 1.5 years of experience for each year of education, up to four years.</li></ul><p><br /><b><strong>Preferred Certifications</strong></b></p><ul><li>Certified Public Manager (CPM)</li><li>Project Management Professional (PMP)</li><li>FEMA Emergency Management Certifications</li><li>Certified Floodplain Manager (CFM)</li><li>Public Sector or Government Administration certifications</li></ul><p><br />Tryfacta is an Equal Opportunity-Affirmative Action Employer.
