Flexible work schedules including a hybrid environment with on‑site and work‑from‑home days.<br /><br />Summary<br />The primary purpose of this position is to gather, synthesize, and analyze financial data to support budget creation and tracking for CHA and its departments, and to prepare corresponding reports. The incumbent will also serve as the Emphasys‑Elite data expert for financial information, developing reports for the Authority and coordinating with the IT department to ensure that financial data needs are met in Elite. All activities support CHA’s strategic goals and objectives and produce results that accomplish the goals of the Fiscal Affairs department.<br /><br />Qualifications<br />Bachelor’s Degree in accounting, finance, or a related field, and a minimum of three (3) years of demonstrated budget experience, including preparation, administration, and reporting. Must have a valid Massachusetts driver’s license and be insurable under CHA policies. An equivalent combination of education and experience may be considered.<br /><br />Technical Skills<br />Advanced computer skills (MS Word, MS Excel, MS Access, and MS Outlook). Ability to learn other computer software programs may be required by assigned tasks.<br /><br />Essential Duties and Responsibilities<br /><br />Assists departments in gathering, synthesizing, and analyzing financial data related to short‑term and long‑term project budgets and timelines, leading to the creation and tracking of Authority‑wide budgets. Assists in identifying the need for and processing any necessary budget revisions.<br /><br />Serves as the point‑of‑contact for all financial matters related to the Emphasys‑Elite software; ensures that all financial data in Elite is accurate and complete; and develops Elite reports as requested by Fiscal Affairs and other CHA departments.<br /><br />Coordinates with Authority’s IT department to ensure that financial data needs are met in Elite. As needed, collaborates with IT to design, implement, or improve related processes and policies.<br /><br />Assists CHA departments with a wide range of financial information requests and problem solving. Helps to identify departmental funding needs and match those needs with sources of revenue.<br /><br />Maintains financial data on grant spending and receipts.<br /><br />Assists in the monitoring of expenditures against overall plans, and the reporting of results to departments and management.<br /><br />Ensures timely obligation and expenditure of funds.<br /><br />Processes and approves all requisitions for expenditures.<br /><br />Prepares monthly variance analysis report for each site and department.<br /><br />Prepares and posts journal entries for management fees, fee‑for‑service, and front‑line costs.<br /><br />Reviews monthly Board resolutions for funding and eligibility.<br /><br />Prepares and posts allocation entries for gasoline and postage monthly.<br /><br />Books bank reconciliation entries, and miscellaneous cash receipts and HUD payments to General Ledger.<br /><br />Provides funding requests to HUD and other Federal, State, and Local governments as well as foundations and other organizations. The employee must be able to accurately exchange information in person, in writing and via e‑mail and telephone. The employee must occasionally transport up to 10 pounds.<br /><br />Work Environment<br />Office environment.
