<div><h2>Supply Systems Analyst</h2><p>The Supply Systems Analyst (Network Non-Expendable Manager (NEM) is a senior logistics and supply chain management (SCM) advisor to the Network Chief Supply Chain Officer (CSCO) with emphasis on logistics operations and management of non expendable equipment. Provides a full continuum of health care services through medical centers, community-based and in-home programs, clinics, and extended care facilities. Duties include but not limited to:</p><ul><li>Provides oversight, guidance, program management and leadership in operations and planning activities for all non-expendable (NX) programs. This includes analytics, standardization of business processes, performance measurement/management, quality assurance/compliance, and reporting.</li><li>Monitors and manages the performance and measurement functions including all aspects of NX management and/or equipment standardization activities (including requirements determination, acquisition planning/coordination/oversight, purchasing, etc.).</li><li>Ensures best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices such as Lean Six Sigma.</li><li>Supports and facilitates education and training opportunities for staff in all logistics areas, particularly logistics operations and NX management. Works closely with leadership to ensure a thoroughly integrated, future-focused, and well-planned equipment management program is implemented.</li><li>Conducts logistics audits, quality assurance, compliance reviews and program effectiveness/efficiency reviews of all activities.</li><li>Reveals improvement opportunities, acts as the catalyst and coordinates on behalf with facility leadership to ensure these opportunities are realized.</li><li>Performs complex analytical studies, financial analyses, program planning, and outcome evaluations.</li><li>Provides objective assessments, prioritizes issues, and takes appropriate actions ensuring key issues are reported to leadership.</li><li>Makes decisions on work problems presented by other staff and by contractors.</li><li>Other duties assigned.</li></ul><p>Work Schedule: Monday-Friday 7:00am-3:30pm</p><p>Telework: Available for Ad-Hoc</p><p>Virtual: This is not a virtual position.</p><p>Position Description/PD#: Supply Systems Analyst/ PD041700</p><p>Relocation/Recruitment Incentives: Not Authorized</p><p>Permanent Change of Station (PCS): Not Authorized</p><p>Notifications:</p><ul><li>Location negotiable within VISN 1, upon selection.</li><li>Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.</li><li>The salary range listed reflects the Rest of U.S. locality rate. Actual pay will be adjusted upon selection after duty location is established.</li><li>This position is in the Bargaining Unit AFGE.</li><li>This position is covered by locality-based comparability pay.</li><li>Veterans' preference does not apply for internal or other current permanent Federal agency employees.</li><li>Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.</li></ul></div>
