The role will define To-Be requirements and processes to support the design and development of new applications in alignment with agency's technology roadmap. The position will lead JAD sessions for As-Is/To-Be business processes/use cases, interview stakeholders to document requirements for existing and new applications, and work across all bureaus and units to understand mission-critical business processes.<br /><br />Responsibilities:<br /><br />Elicit and analyze stakeholder business needs using a variety of analysis techniques and convert them into verified and validated functional and non-functional requirements.<br /><br />Elicit functional requirements, non-functional requirements, report requirements, and business rules.<br /><br />Create and maintain software development artifacts for communication of requirements, including business cases, BRDs, use cases, report mockups, wireframes, and flow diagrams.<br /><br />Develop context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specifications.<br /><br />Manage requirements throughout the requirements management lifecycle, including creation and execution of a requirements management plan.<br /><br />Establish requirements traceability matrices, requirements baselines, and manage requirements change control.<br /><br />Create test plans and test cases and work with users on User Acceptance Testing.<br /><br />Facilitate requirements workshops, including JAD sessions and structured walkthroughs.<br /><br />Analyze an organization or business domain and document its business processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.<br /><br />At completion of engagement, ensure related project artifacts, including process flows, use cases, project plans, business requirements documents, and test plans/cases, are named according to department standards, uploaded to appropriate agency directories, and reviewed with the manager.<br /><br />Required Skills:<br /><br />84 months experience eliciting then analyzing the stakeholder’s business needs using a variety of analysis techniques and converting those into verified and validated functional and non-functional requirements for development including but not limited to eliciting functional requirements, non-functional requirements, report requirements, and business rules.<br /><br />84 months experience in creating and maintaining software development artifacts for communication of requirements, including end user documentation, specifically business cases, business requirements documents (BRDs), use cases, report mockups, wire frames, and flow diagrams. In addition, context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specification.<br /><br />72 months experience managing requirements throughout the requirements management lifecycle, including creation and execution of a requirements management plan, requirements traceability matrix, establishing requirements baselines and managing requirements change control.<br /><br />60 months experience creating test plans and test cases and working with users on User Acceptance Testing.<br /><br />84 months experience facilitating requirement workshops, such as, JAD sessions and structured walkthroughs.<br /><br />Expert-level Business Analysis experience; 84+ months indicates extensive industry experience and the ability to provide guidance to large teams.<br /><br />CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA).<br /><br />Bachelor’s degree in business intelligence, information science, criminal justice, health science, computer science, mathematics, or public/business administration.<br /><br />#J-18808-Ljbffr
