About the Department<br /><br />The City of San José’s Department of Parks, Recreation and Neighborhood Services (PRNS) is committed to connecting people through parks, recreation and neighborhood services for an active San José. We offer diverse programming for all ages and abilities and value public trust, teamwork, and innovation.<br />Position Duties<br /><br />Salary ranges for the Analyst I/II classifications are:<br />Analyst I: $92,994.72 – $113,022.00<br />Analyst II: $101,468.64 – $123,330.48<br />All salary ranges include an approximate five percent (5%) ongoing non‑pensionable compensation. Actual salary will be determined by the candidate’s qualifications and experience.<br />PRNS is seeking to fill three full‑time analyst vacancies within the Administrative Services Division (ASD) and Capital Improvement Program (CIP) Division.<br />Administrative Services Division – Budget Analyst (1 Position)<br /><br />One (1) Budget Analyst will report to the Senior Analyst in the PRNS Operating Budget Unit. Responsibilities include assisting with the development, implementation, and monitoring of the department’s operating budget, coordinating the annual budget development process, and providing ongoing fiscal support throughout the year.<br />The Analyst will monitor and manage operating budgets, deliver updates on budget balances, revenue targets, and expenditure levels, and support the technical implementation of the adopted budget within the City’s Financial Management System (FMS). Duties also involve loading budget data and developing tools to improve budget tracking and reporting.<br />Capital Improvement Program Division – Capital Budget Analysts (2 Positions)<br /><br />Two (2) Budget Analysts will report to the Program Manager in PRNS’ Capital Budget Unit and support the Capital Improvement Program (CIP). Responsibilities include developing, monitoring, and administering the department’s capital budget, managing multiple capital, bond, and special funds, and providing fiscal oversight of capital funding sources.<br />Positions oversee ten Construction and Conveyance Funds, one Bond Fund, and the Park Trust Fund. Duties include tracking expenditures for capital improvement projects, reconciling revenues across funds, and collaborating with PRNS divisions and partner departments to ensure effective financial management.<br />Key Responsibilities<br /><br />Gather and analyze facts and data regarding organizational structure, functions, policies, procedures, staffing models, and resource availability.<br />Facilitate the collection and analysis of data sourced from field staff and other stakeholders.<br />Assemble, process, and analyze data to prepare verbal and written reports and presentations.<br />Collaborate with city departments and internal stakeholders to provide budget guidance, resolve fiscal and operational issues, and support the development, implementation, and monitoring of departmental programs and budgets.<br />Utilize administrative systems, databases, and software applications (e.g., Microsoft Excel, Word, PowerPoint) to compile, analyze, and present information.<br />Minimum Qualifications<br /><br />Analyst I<br />A bachelor’s degree from an accredited college or university.<br />Analyst II<br />A bachelor’s degree from an accredited college or university AND at least two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports or recommendations for budget, finance, grant administration, organizational analysis, general administration, or human resources.<br />Acceptable Substitution<br /><br />Additional years of experience in a comparable position with the City of San José in budget, finance, grant administration, organizational analysis, general administration, or human resources may be substituted for the education requirement on a year‑for‑year basis.<br />Basic Competencies<br /><br />Job Expertise – Knowledge of applicable professional and technical principles, citywide and departmental procedures and policies, and federal and state regulations.<br />Analytical Thinking – Ability to define problems and approach solutions systematically.<br />Communication Skills – Clear oral and written communication, effective listening, and openness to others’ ideas.<br />Computer Skills – Proficiency with common business applications (MS Outlook, Word, PowerPoint, Access, Excel).<br />Customer Service – Anticipate customers’ needs and deliver services effectively with a professional demeanor.<br />Multi‑Tasking – Handle multiple projects simultaneously and manage diverse assignments.<br />Meeting Ethical Standards – Act in accordance with law, policy, and agency values when confronted with ethical dilemmas.<br />Teamwork &amp; Interpersonal Skills – Positive attitude, flexibility, and ability to develop relationships and resolve conflicts.<br />Equal Opportunity Employer<br /><br />The City of San José is an equal opportunity employer.<br /><br />Applicants for all job openings will be considered without regard to age, race, color, religion, sex, national origin, sexual orientation, disability, veteran status, or any other consideration made unlawful under federal, state, or local laws.
